While Farfetch'd has access to Swords Dance and Slash which always makes a critical hit if it hits, as well as boosted experience due to being traded, none of those strengths overcome its terrible stats. Being available in the same town as the Cut HM for the mere cost of the immediately available Spearow makes Farfetch'd a Pokemon you will not want to miss.
The Silph Scope is located in Celadon City. Head west on Route 8 out of Lavender Town. On the far west end of Route 8, you'll come to the gates of Saffron City.
Unfortunately, the gates are barred, so you'll need to find a way around. You can catch a Growlithe by using Cut on the tree to get into the fenced area, which will come in handy against the Celadon City Gym Leader.
Enter the building to the north of the Saffron City gates. This building will allow you to access the Underground Path. This tunnel will pop you out on Route 7, right out of Celadon City. Do some training on Route 7. The small patch of grass on Route 7 is a great place to do some training before you take on the Gym Leader in Celadon City.
Enter Celadon City. Head to the upper-left corner of Route 7 to enter Celadon City. This is one of the largest cities in Kanto, so you'll find a whole lot to do here. Part 4. Check out the Department Store.
The Celadon City Department Store is one of the best places to buy items in the game. You can get a variety of TMs and stones here, as well as any recovery item. You can also buy Great Balls, which are perfect for capturing elusive Pokemon. Visit the Celadon Mansion to open Saffron City. Talk to the Old Lady on the first floor of the Mansion to receive some Tea.
Take this to the guard outside of the Saffron City gates to gain access to the City. Get an Eevee. Beat Erika at the Celadon City Gym. Erika will likely be one of the easiest Gym Leaders that you face. This is because she uses Grass-type Pokemon, which have a large number of weaknesses. Fire, Ice, Bug, and Flying will all be effective against her Pokemon. Walk into the arcade and examine the poster in the back. You'll find a switch here, which will reveal the entrance to the Team Rocket hideout.
You'll have to make your way through several floors of Rocket goons before facing off against Giovanni. Giovanni's team are vulnerable to Grass, Water, and Fighting Pokemon. Defeating Giovanni will cause him to leave his Silph Scope behind. Explore the rooms from left to right; you'll receive a Pokedex entry for Snorlax in the first room, there two trainers and a Max Ether in the second room and another two trainers and a Rare Candy in the fourth room.
If you go further right, your rival will come in and battle you, so if you need to, heal up at the Pokemon Center. He has a lv19 Pidgeotto, lv16 Raticate, lv18 Kadabra and lv20 evolved starter.
If you're done exploring the ship, continue north and you'll be in the Captain's room. Talk to him to give him a backrub, and he'll give you HM01 - Cut. This is your last chance to explore the ship and pick up any items, because now that the Captain isn't sick, the SS Anne will sail off.
Now that you have Cut, you can enter the Vermilion Gym Teach it to one of your Pokemon and then access it through the menu - but be careful, HM moves can't be deleted by using Cut on the weird looking tree by the gym.
